The Basic Office Repair changed things for the better but did not fix. The "Full Office Repair" spent an hour "fixing" things and only downloaded office, reinstalled everything and blew away the product authorization code. Obviously, working remotely, I did not have this and eventually it was recovered by in-laws A little warning from MSFT that this was a by product of the "fix" might have been nice.

Disabling add-ins did not work. Hope my venting helps someone else avoid this massive waste of time. Made sense since the user having the problem received a graphics driver update from Windows Updates the same time Outlook stopped loading. That is certainly not why people buy Apple products.
